Hi All,

The gifticlib library now has support for Label RGBA attributes. I have
not made any convenience methods in gifti_tool to add or delete them, but
could do that if there is interest.

I've applied John's suggestion for the format, e.g.


Notes:
- RGBA entries are optional
- Red="" is the same as being unlisted
- If one label has RGBA values, they all must.
