GIFTI Label Table Key
Team,
What is the acceptable range of values for a Label's "Key"? Is it any 32-bit integer (negative or positive)? Or, do we limit it to non-negative 32 bit integers?

While the type is specified as signed int, I must suspect that a
negative Key would make some lives more difficult.
So my vote is for restricting bit 31 to 0. It is not a strong opinion, though.
