I just downloaded MRIcroGL for Windows
1.2.20210317 from here

and it ran well. Have you tried starting the program from the command line with the "-R" argument to force a hard reset:
MRIcroGL -R
The tool has been tested and developed on AMD, Intel and ARM (for MacOS) CPUs, so that is not the issue.
