Detailed description

In writing this software, a subtle (but very nasty inconsistent) bug was found in the vnl_powell optimizer that was fixed by me.

A bug fix to the vnl_powell optimizer was introduced in version 3.10 that fixes a major hiccup that was causing our development process to go down several wrong paths trying to figure out why the refactorings were taking so darn long to run.

Currently an internal fix is in place by having a private copy of vnl_powell_fixed inside of ART, but eventually we should revert back to the fixed version given in ITK so that we don't have to manage separate versions.
