Detailed description

This would be very useful to be able to import computed B-spline transformations into Slicer, especially when running "warp" as a Slicer plugin.

So there has been B-spline export in ITK/tfm format for quite a while, but it is quite likely broken. Until Slicer actually supports B-spline import, though, there's little use in spending time on this issue. Putting on hold for now, but leaving tracker issue open.
