I don't know if this is an issue with my particular setup, but the
only way i can get min variance not to drop to zero after the very
first iteration is to check hold min variance AND set the min var
total decay iterations to a very high number (the default of 200
won't do it, but 20000 seems to work). I either don't understand
the premise of decaying vs holding min variance, or something fishy
is going on.
