potential bug in setswc function for plugin API

Detailed description

a potential bug for the the plugin API when calling setswc() function. The neuron might be editable (thus the "bug" should not be part of the decomposition process) and loadable (thus the "bug " should not be part of the loading process). Need to debug. Version 2.801. example swc attached.
