Detailed description

When downloading the file conn20b.zip in https://www.nitrc.org/frs/?group_id=279 the download proceeds correctly but the "download count" is not updated (e.g. I finished a download of conn20b.zip on Sunday 1/10 16:30 ET using Chrome)

Additional info:
- same issue appears for other files in same page
- the upload count seems to be updated correctly when I am logged-in as a NITRC user, but not after I log out
- the issue seems to exist since 2020 Dec 9th
- when downloading a detailed csv report of downloads for that project, it appears that no downloads after 12/9/2020 contain any info in the "IP address" field (while all entries before that date do contain that information)
