[Neurobureau-hubs] becoming a 'member'

Following our conversation last week online, I've put a short description on
the upper-right corner of the homepage (www.neurobureau.org) on how to
"join" the neuro bureau. Please let me know how this sounds to everyone...
suggestions are welcome.
