[Neurobureau-hubs] Reaching a consensus on Neuro Bureau definitions and consitution

Hi all,

During the last phonecall we talked about trying to reach a consensus on
some of the issues we discussed via a wiki.

Daniel has created the wiki on NITRC, and we've filled in some of the
initial bits and ideas.. Please have a look and see what you think. If you
log in to NITRC you can edit the wiki. Please edit as you see fit, add
anything you think is missing or flag anything you feel is particularly
controversial with an email to this list.
