[Neurobureau-hubs] Reaching a consensus on Neuro Bureau
definitions and consitution

i added the below to the bottom:
"Is The Neuro Bureau only about functional connectivity?
The Neuro Bureau is what we make of it. To date, many of the projects we've
been involved with have been focused on functional connectivity. Yet, we
are open to being involved in any kind of neuroscientific activities. If
there is something you'd love The Neuro Bureau to get involved with, just
holler, or step up and start a new NB project yourself!"
as that was something i was confused about.
