[Neurobureau-hubs] Reaching a consensus on Neuro Bureau definitions and consitution

Re the profile of members, Clare (or somebody before) had proposed to have
short bio of the members on a dedicated page, possibly with a link to their
webpage. We could also have a work-group page with a list of active members
per project.
