[Neurobureau-hubs] Reaching a consensus on Neuro Bureau definitions and consitution

I'm looking into how we can add points of all members. This way one
could search for members if they are visiting somewhere or want to
know who might be able to collaborate locally.

A membership list isn't useful if there aren't ways to search it.
Perhaps we can have keywords that members could select and such. Then
you could search for everyone doing X.
