To generate a distortion correction (field) map, you do need the phase information from two images acquired at different TE.  The default format for Siemens DICOM images is to store only the magnitude information.  If you have the raw data (from the meas.dat file---pulled from TWIX), you can regenerate the phase images offline in ICE.  If not, you'll need to reacquire the field map images.
