Hi,
You need to add the neurodebian repository first.
Visit the neurodebian
http://neuro.debian.net/
Check the section "Get NeuroDebian" and add the neurodebian repository.
After that
sudo apt-get update
sudo apt-get install fsl fslview
will help you install fsl and fslview.
