Hi Ben,
There are not any ready tools I am aware of for distributed access to neuroimaging data, but there are a few research projects in this area. One exception is NIF (neuinfo.org), but I think they only index the metadata.
For NITRC you can access their XNAT database from python using pyxnat (http://pythonhosted.org/pyxnat) that also has basic support in nipype.
