I don't know which release you are refering to. I have checked the files I used for the NIAK release and it says the TR is 2 sec. As of the slice order sequence the protocol says interleaved. Check the protocol here:

The INDI collective is responsible for the curation and release of raw ADHD200 data. The neurobureau has only been involved in the release of preprocessed data. Best,
