yes I believe some places have set up V3D as a shared resource.
as far as I know the ITK developing team (Luis Ibanez), and a few V3D hackathon participants, as well as people from Stanford, Hopkins, China, etc are writing V3D plugins. It is indeed quite easy to do so. And we will be happy to give assistance on that.
For your crash, I think you need to give more information about your computer info. For instance, if for a small image you don't have crash, but for a large one you have, then it is likely you don't have enough computer memory for the region growing algorithm. Indeed since you have all the src code of all plugins, you can run a debugger to find the problem. And we welcome you contribute your patch back.
