incorrect reference to gifti.dtd

Detailed description

in the file gifti_xml.h, it references this link:

http://www.nitrc.org/frs/download.php/11...

but that link no longer exists. rather, gifti.dtd is now here:

http://www.nitrc.org/frs/download.php/15...

so probably gifti_xml.h should be updated.

Christian Haselgrove of NITRC suggests putting the DTD in
GIFTI's htdocs directory; see:

http://www.nitrc.org/plugins/mwiki/index...

which will give you a URL such as
http://gifti.projects.nitrc.org/gifti.dt...

under which you can swap out DTDs at will. There's nothing stopping you from also pointing to this from the NITRC file release system, and then we can point directly to this (never again to change) URL.
