Hi Lovekesh,
Not entirely sure I am understanding what you are asking here. Typically you know the stimulus presentation times by either having designed/run the experiment yourself or by asking the researchers who did (if you have downloaded a dataset from NITRC then post this same question to the corresponding resource forum). If you are instead asking how to enter that information into CONN, then simply go to Setup.Conditions tab and define your conditions there. For each condition (e.g. in a block design) you would enter in 'onsets' the beginning of each condition block (in seconds) and in 'durations' the associated duration of each condition block (also in seconds).
