Hi Mary,
If I recall correctly the rationale for the default filtering values in CONN was a bit of a compromise, the high-pass value (0.008Hz) is meant to approximate both a round 2-minutes value (0.0083Hz) as well as SPM's default value (0.0078Hz), while the low-pass value (0.09Hz) is meant to approximate both the 0.08Hz and 0.10Hz values that are commonly found in the literature as well as to match SPM's hemodynamic response function cutoff frequency (.091Hz). I do not have any particular reference for these choices but I imagine you could perhaps simply cite other papers that have used CONN as I imagine many people will have simply used the default values there as well.
