How big are your original voxels?  Resampling to 2mm during normalization does mean that your voxels and acceptable motion are pretty close in size and might allow significant error.  I've found it safer to either stick with the original voxel size and allow for a little bigger head motion threshold, or resample to standard 2mm and use a composite motion limit of >0.5mm.
