TeraConverter exe, by default, does not generate a tiled format.
Vaa3D-TeraConverter does, because it assumes the converted image
will be imported in TeraFly. This assumption cannot be made on
TeraConverter exe, since it is more general.
In TeraConverter exe, you can generate a tiled format using the tile size parameters --width (for x axis), --height (for y axis) and --depth (for z axis).

We found an issue in TeraConverter executable file (v3.0.0). Using command line, if choose "-f="TIFF (tiled, 3D)", it will generate a single 3D tif image in one folder for each resolution. If choose -f="TIFF (tiled, 2D)", it will generate a series of 2D tif images in one folder for each resolution.
